Man arrested, accused of first-degree murder in deadly 2020 Pawnee County shooting

Authorities accuse Phillip Stout of shooting and killing the victim in his home in March 2020.

A suspect is in custody in connection with a Pawnee County homicide in 2020, authorities say.

The OSBI said Phillip Stout shot and killed Randall Madewell, 60, in Cleveland in March 2020.

The OSBI said new information shows that Stout was in the victim's home when the shooting happened.

The Pawnee County DA charged Stout with first-degree murder and for having a gun as a felon.

Police say Stout was booked into the Rogers County Jail on unrelated charges and will be moved to Pawnee County on a $2 million bond.
