EXCLUSIVE: Tulsa AD Justin Moore talks new NCAA Settlement impacts

In-depth talks on the strategies and models Golden Hurricane plan to use in revenue sharing.

Tulsa Vice President/Athletic Director sat down with News On 6's Ravin Ray to discuss the House Settlement affecting the NCAA and Golden Hurricane Athletics.

Private School Advantages In New Era

"That has made it easier because there have been less steps, or less 'red tape'," said Justin Moore. "The private school in the nature of how we utilize financial aid on campus for all of our students in combination now with the house settlement reducing or taking away scholarship limits, we've been able to utilize that to our advantage, which really helps us in this new era, particularly for some of our, non-revenue sports."
"I would just say in this new era, we have the ability to make decisions and how we allocate dollars a little bit more freely than we had in the past. And so what I think will make us successful is if we are able to one generate enough resources, but two, with those resources we have to be smart and allocate them to the most impactful areas," added Moore.

Opportunities For Success In AAC

"I think I saw something where like 182 schools opted in. So, I think to have a chance to be competitive and be relevant, then you have to participate in this new era. And again, I've said this before, I actually think this gives us some advantages and gives us a better chance to be successful than some of the situations previously. Also, we're in the American Conference, which is the best Group of six conference now. And the conference wants to continue to invest and compete at a high level. And so everyone in our conference, had to opt in. But we were we would have all anyway. But as part of a conference initiative, we also had to opt in that way as well."

Revenue Sharing Across Golden Hurricane Programs

"Our goal is to give each coach a chance to be competitive against their competition. So, what men's golf gets needs to be what men's golf needs to win the American and be a top 25 team against men's golf programs. That's very different than what men's basketball needs to be successful against men's basketball in the American. So again, going back to our job, my job and our job is the department is to give the resources a coach needs to match the expectations that we have for the program and so we will allocate and divvy up our resources accordingly."

The Golden Hurricane plan to use a model similar to the backpay one, where 75% goes to football, 15% to men's basketball, 5% to women's basketball and the remaining 5% to all other programs, and will differ based on specific needs or situations.
