‘Has this person done this before?’ TPD arrest man accused of kidnapping a woman and raping her

Tulsa Police arrested a man accused of kidnapping a woman and raping her.

Tulsa Police arrested a man accused of kidnapping a woman and raping her.

They say he tried to kidnap two other women in the last few weeks.

Lewin Fernandez-Rodriguez was targeting women who were walking in the same area, around the same time.

Attempted kidnappings

Tulsa Police say Lewin Fernandez-Rodriguez tried to kidnap the first woman on March 13th, 2025, around 3 a.m., when he pulled a knife on her, but she ran away and called police.

"We were glad that the victim got away, of course, but it makes you wonder, has this person done this before? And will they do this again?" said Sgt. Ryan Vermeer.

They say he tried again on April 13th, in the same area, but someone saw him jump out and tried to force a woman into his car. 

That person called 911 and tried to help her.

"I think that was huge and getting the suspect to think twice about continuing with what he was planning to do," said Vermeer. 

The final kidnapping 

The third time was 8 days later, but this time, police say he was successful.

That woman says he put her in a chokehold, pressed what she thought was a weapon against her back, forced her into his car, drove to a park, then raped her. She told police she jumped out of the car and ran to a home for help. They say she later picked him out of a photo line-up.

"It was a very emotional response for her to see his face again, which is understandable to have to witness the person who did such a horrific thing to you is; it's a traumatic experience," said Vermeer. 

Police say if there are any other victims, they'd like to hear from them.

"Even if you aren't interested in pursuing charges at the time, it still lets us know, hey, this is a guy we need on our radar to make sure that we can do what we can to prevent somebody else from being victimized in the future," said Vermeer. 

Protecting yourself 

Vermeer says these incidents are rare in Tulsa, but he advises people to carry a flashlight at night and some type of weapon, like pepper spray or a taser, and one of the best things to do is make noise, in order to get people's attention. 

What's next?

Fernandez-Rodriguez is charged with rape, kidnapping, and attempted rape.
