Bartlesville residents are getting another chance to step inside city government and see how it all works—from emergency services to infrastructure—as the Citizens Academy returns for its second year.

The city-run program offers participants hands-on access to departments, staff and services, aiming to help taxpayers understand where their dollars go and how decisions are made.

What is the Bartlesville Citizens Academy?

The Bartlesville Citizens Academy is a bi-weekly course that provides an inside look at local government. Launched in 2024, the program is designed for residents, business owners and those who work in Bartlesville full-time who want a deeper understanding of how the city functions.

Participants will tour key city sites, attend interactive sessions and hear from department leaders about operations and responsibilities.

What does the program include?

Participants will visit a range of city facilities, including:

  1. Police and fire departments
  2. City Hall
  3. The water treatment plant
  4. Additional infrastructure sites

The program begins in September and runs through mid-November. A graduation ceremony is planned for the Dec. 1 city council meeting.

Why city leaders say it matters

Bartlesville Assistant City Manager Laura Sanders said the academy gives community members a rare chance to witness day-to-day city operations.

“I think it's important for taxpayers to see where their dollars are going and to learn city operations,” Sanders said. “I get the benefit of seeing what our staff does and the excellent services that we provide on a daily basis working here, but I think it's a great opportunity for citizens to be able to see that firsthand too.”

She also noted the program helps build understanding and trust between the public and local government.

Who can apply?

The academy is open to anyone 18 and older who:

  1. Lives in Bartlesville
  2. Works full-time in the city
  3. Owns a business in Bartlesville

Applications are being accepted through July 31. A link to apply can be found on the City of Bartlesville's website.
