A big change is coming to Owasso’s public library, and it's making history in Oklahoma. For the first time in the state, housing units will be built directly above a public library.

News On 6’s Sam Carrico shares why some have concerns about it.

Oklahoma’s First Library-Housing Combo

Right now, the Owasso Library is tucked into an older building, but it's getting ready for a major upgrade. The new building will double the space, add modern features, and include apartments right above the library. While a lot of people are excited, some have questions

Robert Roby brings his great-grandson to the Owasso Library every week and says it’s a place they both enjoy.

"Just having somewhere to go, you know, to learn. It's a real good benefit," he said.

Modern Upgrades

Soon, the Tulsa City-County Library will overhaul the space into a new building about twice the size of the current one, with more room for kids, study spaces, and a maker lab. It will also have 119 new parking spots, a courtyard, an outdoor kitchen, and even a pickleball court.

But what’s turning heads is what’s going on top. The new library will sit beneath three stories of apartments, a first for an Oklahoma library.

"It's done well in other areas of the country. We're excited the Tulsa City Library is using Owasso as the first opportunity to try it here in Oklahoma," said Owasso Assistant City Manager JJ Dossett.

Community Questions

Some online are raising concerns about having people live above such a public space.

"As a library, you know, to go in and learn... but to live, you know, at the library? Yes, that's a whole different... that's a whole different perspective," said Roby.

But with separate entrances for residents and library-goers, Roby says he feels more comfortable.

"Because the apartment is not directly related to the library. You don't have to go through the library to get to your apartment," he said.

City leaders say this project isn’t just about books, it’s about making downtown Owasso more walkable and connected.

"Which means businesses are gonna be able to thrive... because they have that many customers that are walking distance," said Dossett.

Temporary Site Planned

The current library is expected to close at the end of summer, but services won’t stop. A temporary location will be set up at 5th Avenue Business Park while construction is underway, and that could take about 18 months.

The Owasso City Council will vote on zoning and construction details next week. The $12 million project is funded through a public-private partnership.
