Charges filed against Oklahoma Highway Patrol trooper accused of rape

Jarquez Nadar Evans, a member of the Oklahoma Highway Patrol, has been charged with two felonies in Oklahoma County. District Attorney Vicki Zemp Behenna filed the charges, which allege that Evans used his position of authority to coerce an unidentified woman, into non-consensual sexual acts.

Jarquez Nadar Evans, a trooper of the Oklahoma Highway Patrol, has been charged with two felonies in Oklahoma County. District Attorney Vicki Zemp Behenna filed the charges, which allege that Evans used his position of authority to coerce an unidentified woman, into non-consensual sexual acts.

OHP trooper arrested on rape charges

According to documents, Evans' in-car video shows the victim standing in front of the patrol car while he searched her pockets. Evans had the victim sit in the patrol car, where she made a few phone calls letting people know she had been pulled over. Documents say that after about 18 minutes, Evans turned his camera off. Documents also say Evans found a sex toy in the victim's purse and asked her inappropriate questions related to the toy.

According to documents, Evans told the victim she could either go down the street with him, near Southeast 31st Street and High, in exchange for avoiding going to jail. Documents say that's when the alleged rape happened.

Charges were filed against Evans after his arrest last week.

The first charge, Rape in the First Degree, stems from an incident on January 26, 2025. According to court documents, Evans allegedly forced the woman to engage in sexual intercourse by threatening her with arrest or physical harm if she did not comply. The act was reportedly carried out against the woman's will and without her consent.

The second charge, Forcible Oral Sodomy, relates to an incident on January 25, 2025. Prosecutors allege that Evans compelled the woman to perform oral sex under similar threats of arrest or harm.

Both charges accuse Evans of abusing his authority as a law enforcement officer to intimidate and coerce the victim.

Evans is expected to face legal proceedings in the coming weeks. The case has drawn significant attention due to the severity of the allegations and Evans' position as a state trooper.

OHP says Evans was hired on July 31, 2023.

In a statement, OHP said,

"Troopers with the OHP Investigations Unit arrested Jarquez Evans on Friday, March 28. Evans is currently on administrative leave."
